New CAP regulations enter into force

The new CAP regulations, constituting the basic acts, were published in the Official Journal yesterday 6 December. A political agreement between the European Parliament and the Council was reached on 25 June, introducing a fairer, greener, more animal-friendly and more flexible Common Agricultural Policy (CAP). It includes higher environmental and climate ambitions, in line with the Green Pact, as well as a fairer distribution of support, in particular for small and medium-sized family farms and young farmers.

The European Parliament and the Council voted positively on the new regulations on 23 November and 2 December 2021 respectively. As for the next steps, the so-called secondary legislation, detailing the implementation of the new CAP, is currently under preparation. The most urgent secondary acts will be adopted by the Commission before the end of the year, with the remainder to be adopted in the first part of 2022. Member States have until 31 December 2021 to submit their CAP strategic plans. The Commission will then assess these plans and provide comments to the Member States. The Commission has six months to approve the plans, as revised by the Member States if necessary, to apply from 1 January 2023, when the new CAP will enter into force, after a transitional period.
