Target audience
The European Commission organised an online survey addressed to European farmers. Other applicants to CAP support could also participate to the survey.
This targeted consultation will help to identify farmers’ main sources of concern and understand the sources of administrative burden and complexity.
Why we are consulting
The European Commission is working to deliver short and mid-term actions that can help reduce the administrative burden for European farmers aiming overall to enhance simplification of:
- CAP rules,
- other rules for food and agriculture in the EU,
- their application at national level.
In the light of this, the Commission is sought EU farmers’ views by inviting them to take part in an online survey from 7 March to 8 April 2024. This consultation aims to understand the burden placed on farmers by procedures and rules linked to financial support under the common agricultural policy (CAP), as well as other rules for food and agriculture in the EU.
The Commission looked for farmers’ feedback on:
- CAP aids application,
- rules farmers need to comply with on their farm,
- recording and reporting obligations,
- duplication of procedures.

The response period for this consultation has ended. Thank you for your input.
Consultation outcome
The Commission is providing a first picture of the main administrative obstacles perceived and faced by farmers following this survey. The results of this consultation will be included in a more detailed analysis to be published in Autumn 2024.
