CAP: Commission launches a call for tenders concerning a study on the role of information and communication technologies to improve market transparency

The European Commission has launched a call for tenders concerning a study on the role of information and communication technologies to improve market transparency.

The main objectives of the study are to:

  • to describe and analyse the potential of different information and communication technologies (ICTs) and of big data to improve the existing EU-system for data on food markets;
  •  to assess the governance aspects that would make the developments of such potential improvements possible.  

The study should focus on existing practices of gathering and disseminating information on agri-food markets with the use of ICTs and big data for public data provision. It should present a comprehensive overview of the role of ICTs and big data to improve market transparency, including issues that may need to be addressed to make full use of such data (e.g. avoiding biases and ensuring big data representativeness). The study should also analyse options to apply unconventional data tools and innovative technologies to improve market transparency (e.g. cryptographic algorithms, blockchain, etc). Given the substantial differences in how the EU and third countries, in particular the USA, organise their public food market data information systems, the study will include an empirical comparative analysis (benchmarking), through literature review and interviews of experts on each of the systems identified as relevant.

The results of this study will be used by DG AGRI itself and by the other Commission departments with an interest in this subject. It is also intended to make the results available to a broader public as well as to the Member States.
