Commission launches call for tenders for study on adaptation of the sugar supply chain after the end of sugar quotas

After the end of production quotas, on 30 September 2017, the EU sugar sector found itself in a new market environment, characterised by an unfavourable world market as well as abundant EU sugar availabilities, which created downward pressure on EU prices.

Given this difficult market context, the Commissioner for agriculture and rural development set up a High-level expert group on sugar (HLG) in 2019 to explore and evaluate possible solutions to address the situation. In its final report published in July 2019, the HLG made a series of recommendations addressed to all sugar sector’s actors, including the recommendation to the European Commission to initiate a comprehensive review of the possible strategies for improving the market resilience of the sector.

With the published call for tenders, the European Commission invites tenders to submit proposals for a study on the adaptation strategies of the sugar supply chain after the end of the sugar quotas.

The study will provide a sound and comprehensive analysis on the EU sugar sector's capacity to adapt to its post quota environment, and its ability to respond to varying market and production conditions. It will focus on the consequences of the end of quotas and the extent to which existing adaptation strategies to the new market environment provide sufficient resilience against various current and future market threats. The results will be made available to the EU countries as well as to a broader public. 

The deadline for the submission of offers is 4 May 2020, 12:00 PM and the study will run for a maximum of twelve months.
